NORTH WEST SUPPORT SERVICES INC.

1962
The North West Coast Physically Handicapped Citizens Association was formed.

1963/65
Meetings were held in a small cottage at Black Rock, Cooee. A prefabricated steel building was purchased for use as a workshop and the production of small items commenced.

A formal constitution was adopted with the Association registering as the North West Coast Disabled Citizens Association.

1966/67
Production continued under voluntary leadership with many disabled people involved.

1978
A submission was made to the Department of Social Security requesting a subsidy to establish a recognised sheltered workshop.

1979
A full time Manager was appointed. Buildings were improved and the production of wooden toys commenced.

1980
The Association was officially incorporated and Summit Industries was registered as a trading name.

A large factory was purchased in Camdale where Summit Industries began to manufacture and trade.

1981
Senator Dame Margaret Guilfoyle officially opened Summit Industries.

Mrs. Mary Hawkes, a retired Social Worker and member of North West Coast Disabled Citizens Association Management Committee, voluntarily visited all the families of disabled people working at Summit Industries to ascertain their needs, aspirations and concerns for the future.

She gathered overwhelming evidence that the major concern was for accommodation with appropriate support for disabled people living on the North West Coast.

There were no accommodation services on the North West Coast at that time. Many families were forced to send their sons and daughters to the Willow Court institution in New Norfolk.

1983
Under the guidance of Mrs. Mary Hawkes the Independent Living Program was commenced as a service provided by North West Coast Disabled Citizens Association.

The service commenced with a shared house in Mark Street, Burnie and two residents.

1984
Summit Industries employed a full-time Training and Development Officer, N. Rodwell.

The Independent Living Program became part of the Training and Development Officer’s Job Brief.

1986
A second shared house was commenced in Cherry Street, Burnie.

The Independent Living Program was now serving nine people. Some in shared homes, some in their own independent accommodation.

Staff: One.

Summit Industries commenced a Recreation Program.

1987
North West Coast Disabled Citizens Association began planning for the eventual autonomy of the Independent Living Program in line with requirements in the newly proclaimed Disability Services Act 1986, which called for the redefinition of services.

1988
A Steering Committee was formed to investigate and plan an autonomous future for the Independent Living Program.

1989
North West Residential Support Services (NWRSS) was formed run by a Board of Management responsible to the North West Coast Disabled Citizens Association Management Committee (NWCDCA). The day-to-day running of the service was co-ordinated by Summit Industries Personnel Manager, (previously T.D.O.), N. Rodwell.

NWRSS was approached by Intellectual Disability Services to consider running two shared homes in Devonport to receive people coming out of the Willow Court institution.

The Summit Industries Ladies Auxiliary who had been very supportive of North West Residential Support Services was disbanded.

1990
N.W.R.S.S. agreed to establish and run two shared homes in Devonport for people coming out of Willow Court. N.W.R.S.S. was now receiving funds from the Commonwealth through the Department of Community Services and Health for an Accommodation Support Service and State funds through Intellectual Disability Services for the Community Integration Project.

The part time Co-ordinator’s position was extended to full-time.

1991
An independent Board of Management was formed for N.W.R.S.S. with preparation for incorporation.

N.W.R.S.S. auspices Southern Residential Support Services at the request of the Community Integration Project.

F. Bendall takes up the Co-ordinator’s position in Hobart with Southern Residential Support Services.

N. Rodwell resigns from the Personnel Manager’s position at Summit Industries and successfully applies for the Co-ordinator’s position with N.W.R.S.S.

N.W.R.S.S. takes on its first C.I.P. Individual Contract.

NWRSS agrees to open two new houses in the Wynyard area for a further eight people coming out of Willow Court.

Three new Individual CIP Contracts undertaken for people at risk of being institutionalized if not supported.

NWRSS continues to prepare the Devonport houses for separation under their own Devonport based organization by the end of the 1994/95 financial year.

1995
Additional funds from Aged and Disability Support allowed NWRSS to expand the Tenancy Support Program allowing increased support to some clients and additional clients. This program now extends to two clients in Ulverstone and one in Devonport.

The new houses at Grace Avenue and Calder Road are now well settled.

All arrangements for the separation of the Devonport operation into its own autonomous organisation are well in place. The Devonport Board of Management is growing and a Manager has been appointed to the Devonport area. Separation will be complete by the end of October 1995.

A fourth house will be established by the Devonport operation in the Latrobe area.

This year saw the Devonport portion of NWRSS separate under its own autonomous organisation – OUR PLACE. NWRSS Senior Vice President, Nigel Bentley was elected as the inaugural President for OUR PLACE and left NWRSS to take up this post.

1998
The main events for NWRSS in 1997/98 were influenced by the unfortunate closure and subsequent restructure of Summit Industries. During the closure NWRSS expanded its skills development contracts with Disability Support Services to provide day support for people who lost jobs. NWRSS successfully tendered for North West Employment Service when Summit Industries was restructured.

A new recurrent contract was established when Disability Support Services converted a number of short-term skills development contracts into a long-term tenancy support program.

Highlights:

  • Our highlight this year was helping national organisation, Life Without Barriers establish a respite house for aboriginal men in remote Turkey Creek, Western Australia. NWRSS trained intensive support workers took leave of absence to establish the home. Life Without Barriers and NWRSS will continue to work together to keep this service running.

It is hard to isolate highlights during this year. The introduction of the National Disability Insurance Scheme has been a difficult adjustment. However, by the end of the year we had taken up numerous support contracts.

The year was a very sad one with the passing of Supervisor, Deb Walker who had been with us for more than twenty years. We also saw the passing of support worker, Jacqueline Marsh.
